Organising Structure

The ITA-AITES WTC2023 in Athens will be managed by the Executive Organising Committee (EOC) which has been, mostly, already formed as part of the bid’s process. Currently the bid’s Executive Organising Committee includes, among others, all elected members of the Greek Tunnelling Society. Upon the assignment of the conference the Executive Organising Committee will be further strengthened by recruiting experienced professionals, both from Academy and the Industry, with previous experience on international conference organisations. The EOC will be chaired by Ioannis Fikiris who will also be the WTC2023 representative at ITA ExCo.

The Executive Organising Committee will be joined, upon the assignment for the organisation of the congress, by the ITA executive director as per ITA by-laws requirements. The organisation Committee will communicate directly with the ITA Executive Council via both the ITA Executive Director and the assigned “Ex officio” member in ITA Executive Committee. Such organisation will ensure a smooth coordination with the ITA. In any case the experience and guidance of the ITA Executive Council will be highly appreciated and welcomed in order to ensure continuity and the constant improvement of the congresses year by year. The Executive Organising Committee holds the overall responsibility for the congress, will be responsible for the financial control of the event and will oversee that everything is handled in a timely and professional manner.

On being awarded the ITA World Tunnelling Congress 2023 and General Assembly, an Advisory Committee (both National and International) chaired by Prof. George Anagnostou, member of the Greek Tunnelling Society and appointed Sir Alan Muir Wood memorial lecturer in 2014, will be officially set up. All well-reputed members of the already formed advisory Committee of the Greek bid (see relevant list) will participate including and others from all corners of the globe to ensure that the event meets all the ITA objectives for inclusivity and delivering a world class congress be fitting the role of ITA-AITES.

The Technical Committee would be responsible for the technical content of the event. It would scope the technical content of the programme in conjunction with the EOC. The intention in parallel sessions would be to have carefully selected, related papers in each session to reduce the need for delegates to move between sessions. The Technical Committee will undertake the review of abstracts and papers. Emphasis would be placed on technical content and the contribution of the paper to the body of tunnelling knowledge. The format and technical content of the Congress proceedings would be the responsibility of the Technical Committee. 

The responsibility for the preparations of the congress will be assigned to the Professional Congress Organiser (PCO) CONVIN which is already a partner of the Executive Organising Committee of the Greek Bid. To reflect the requirements outlined in the guidelines and by-laws, the Greek Tunnelling Society propose the following organisational structure for ITA World Tunnelling Congress 2023 and General Assembly.

Civil Engineer MSc, DIC (AUTH 1996, Imperial College 1997) with 24 years’ work experience both as an engineering design manager and as a construction-engineering consultant. Principal Design Manager of EDAFOS S.A., a leading geotechnical consulting firm based in Athens, involved on numerous large-scale infrastructure projects. Author of many scientific papers in the field of geotechnical engineering. Core member of the Executive Organising Committee of past Hellenic Conferences on Geotechnical Engineering and of European Conferences on Tunnelling.

Dimitrios Alifragkis Vice President of the Greek Tunnelling Society

Civil-Structural Engineer NTUA. Licenced Profess. Eng. TEE 1983. Works for ATTIKO METRO SA, Structural Engineering Department, responsible for technical review of project designs (permanent and retaining structures), construction methodologies and materials for Athens Metro Extensions and Thessaloniki Metro Project, drafting of tender documents and specifications for new Metro lines. Author of papers in congresses on tunnelling subjects.

Evangelos Pergantis Treasurer of the Greek Tunnelling Society

Chief of Structural Section at ATTIKO METRO since 2007, responsible for the design-specification of the new Athens metro line (Line 4) and a numerous other METRO projects such as the Thessaloniki and Piraeus extensions. He received his MSc in structural engineering from NYU and has previous experience in the Transit Authority of NY as well as tunnelling projects in Germany and the UK.

Dimitris Litsas was born in 1987 in Chalkida. He studied civil engineering (2005-2010) and did the Master’s program of Earthquake Engineering (2010-2011) in National Technical University of Athens. He holds a PhD diploma (2018) in tunnelling field (“Investigation of tunnelling-induced ground movement in urban environment”). Since September 2018 he lives in Reading, UK and works for Mott MacDonald as Senior Tunnel Engineer.

Marilia Balasi Editor (Responsible for Publications) of the Greek Tunnelling Society

Marilia is a tunnel designer specialist and since 2009 she has attended a great many international tunnelling congresses. She is a founding member of the Greek ITA Young Members Group and has been an Organising Committee member for numerous conferences/seminars hosted by the Greek Tunnelling Society. Marilia is a GTS Steering Board member and the Editor of GTS Tunnel Bulletin.

Graduated from National Technical University of Athens with a Diploma degree in Mining & Metallurgical Engineering and a MSc in “Design and Construction of Underground Works”. Team Leader of Design Teams for deep excavations and TBM / Conventional Tunnels in significant Urban Underground Projects in Greece, Middle East and India. During the last ten (10) actively involved in the Greek Tunnelling Society (GTS) and member of the national executive committee (2017-2020).

Prior to year 2004 he held executive positions at the Elliniki Technodomiki Group.

Participated in scientific committees of various international conferences, i.e. WTC 2015 (Dubrovnik) and EETC 2016 (Prague). Member of EC Road Tunnel Safety Committee and of TC D.5 Road Tunnel Operations WRA (PIARC). Currently involved on contractual issues and management of Concession Contracts, Technical Dispute Resolution committees and arbitrations, Procurement of new concession contracts and continuous development of Safety documentation of road tunnels.

Author of more than 95 publications, has extensive international experience in dam and tunnelling engineering.

Engineering Geologist (1976), MSc Dic (Imperial College, London, 1977), MBA (EEDE Thessaloniki - 1998), with 43 years of work experience. Between 1984 and 1997 he worked for Public Power Corporation of Greece in Hydroelectric Projects and between 1997-2004 for EGNATIA ODOS SA as a Tunnels Design Manager responsible for the procurement of seventy-five (75) tunnels design and construction contract documents. Greek branch manager of GEODATA S.p.A. Italy since 2005. ITA EXCO member (2013-2016).

Vasilis Marinos Associate Professor AUT, VC IAEG, ex President of GTS

Dr. Vassilis Marinos is an Associate Professor of the Aristotle University of Thessaloniki (recently elected in the National Technical University of Athens, in the Civil Engineering Department). Vice President of IAEG (2019- 22). Author of more than 100 papers in international journals and international conferences. His area of expertise includes engineering geology in tunnelling, geotechnical classification of weak and complex rock masses and tunnel geotechnical databases. He has been awarded from the IAEG with a runner-up certificate of the Richard Wolters Prize. He has been an invited speaker in a number of conferences and has actively participated in the Organising Committee of international and national conferences.

Dr. Andreas Benardos is an Associate Professor in the School of Mining and Metallurgical Engineering of the National Technical University of Athens (NTUA). His research interests are focused on the topics of underground space development and mine design, risk assessment and uncertainty in underground construction, project cost estimation as well as on applications of Artificial Neural Networks in geoengineering.

Dr. Chrysothemis Paraskevopoulou is a Tunnel/Mining Engineer (MEng) with MSc in Tunnelling from NTUA (GR) and PhD from Queen’s University (Canada) and she is currently an EMBA candidate. In 2017 she was appointed Assistant Professor at the University of Leeds (UK) and works also as an Independent Consultant. She is an active member of the Greek and the British Tunnelling Society, leading the Activity Group 2 on Urban Sustainability of ITACUS and a steering board member of ITA-CET and ITAym.

Michail Angelopoulos, is a Systems Engineer, with a Master of Engineering degree in Electronic Engineering with Telecommunications. He has 16 years of experience in motorway tunnel projects in Greece, specializing in au¬tomation and safety. During the past 11 years Michail has been working for the Operator of Olympia Odos Mo¬torway, holding the position Tunnel Safety Officer, providing expert opinion on the safety of 26kms of tunnels.

Kostas Tsiamouras holds an Electrical Engineering Degree and a Master’s Degree in Telecommunications. He was heavily involved, from multidisciplinary positions, in the whole life-cycle of Greece’s mega-project, Aegean Motorway. His field of expertise covers both technical, having delivered critical systems (Tolling System, Motorway Management System, Tunnel installations) and also focusing on tunnel safety as being Tunnel Safety Officer and ITA-COSUF member. Presently, he is the Project Manager of a multi-million full tunnel refurbishment project.

Chartered Engineer / Engineering Geologist of the Engineering Council in the UK (MIMMM). He studied in Greece and Canada and he also holds an MBA degree from the University of Macedonia, Greece. For almost 25 years he is actively involved in the design and construction of rail and road tunnels, in Greece and Interna¬tionally, with the private and the public/private sector (Egnatia Odos S.A). Lately, he works for Attiko Metro S.A. in the design and construction of the Thessaloniki Metro project.
